You are on the right track. I found picture with original everything with main view on CPU cooler. Regarding CPU cooler, look at this picture, Dell placed proprietary cooler shroud here, so you would not be able to use just any cooler, note new power supply in the same picture. I am not to familiar with modifing PC's. Can the proprietary cooler shroud that Dell placed there be removed with any major problems or is this a no go? After some research I am taking your advice and going with a better video card.
